Xcel Energy`s Solar*Rewards program offers installation rebates and Renewable Energy Credit payments for PV systems installed in its service territory in Colorado. Solar*Rewards is subdivided into three system size categories: 0.5-10.0kW, 10.1-100kW, and 100.1kW-2MW. Customers receive the energy produced by the PV systems and can net meter their installations up to 2MW in size. The program is part of Xcel`s effort to meet the Colorado Renewable Portfolio Standard (RPS) requirement.


The program began in March 2006. Through the 10kW and smaller program roughly 4MW have been installed so far. Through the medium and large PV program about 3.5MW have been installed.


Xcel promotes the campaign through bill stuffers, answering customer questions, and promoting PV homes for the National Solar Home Tour every October. However, the final sales push is taken care of by installers. The customers are responsible for maintenance of the equipment.


Xcel has a specific PV tariff for this program (Photovoltaic Service - Schedule PV) which means the program has no end date, though annual budgets are approved by the state commission. The smallest system size category is eligible to receive both a rebate for the system and a rebate for the pre-purchase of the renewable energy credits. The pre-purchase was also extended to existing PV systems in order to facilitate the legal transfer of the RECs, which default to the system owner in Colorado. Medium sized systems fall under a similar category to the small size systems which are both eligible for residential and business owners. Large size system differ in that their bidding process is through an RFP and they are eligible only for Colorado based businesses with a $200,000 rebate cap.


The on-line application/tracking process is unique and handles most of the complexity in the incentive program application process.
